Am I allowed to ground my club in the "wash" on #3?
Yes, there is no penalty for grounding your club, touching the ground, or moving loose impediments in a penalty area. This does not apply to bunkers.
We are playing in a scramble and are allowed to move and place the ball within 1 club length of the spot where the ball we have chosen landed. Can we put the ball in a different condition, i.e. was in the rough and put in the fairway with our 1 club length?
No, you must remain in the same condition as where the chosen ball lies. On green you must move balls no further than 6”.
What am I allowed to do when we have Lift, Clean and Place in effect?
You may mark your ball anywhere it lands (including the rough) with a tee, ball maker etc., clean the ball and replace the ball where your marker was placed.
If I take a mulligan on a hole am I allowed to record that score for handicap purposes?
Yes, you should record your score and on the hole you took the mulligan you would adjust that hole. The hole you took the mulligan you would record par plus any handicap strokes you would receive on that hole.
What does the 14 club rule mean?
Per the USGA rules of golf "The player must not start a stipulated round with more than fourteen clubs. He is limited to the clubs thus selected for that round, except that if he started with fewer than fourteen clubs, he may add any number, provided his total number does not exceed fourteen."
The addition of a club or clubs must not unduly delay play (Rule 6-7) and the player must not add or borrow any club selected for play by any other person playing on the course or by assembling components carried by or for the player during the stipulated round.
Note clubs include; irons, wedges, driver, hybrids, putter.
